Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out within the strengthening of the legal framework of the country, perfection of national legislation according to realities of the time and the standard norms of international law, was the first to take the floor at the meeting.As she informed, preparation for the next session of the parliament planned to be held on November 22 of the current year goes on. Its agenda will include drafts of Laws of Turkmenistan «On the state budget of Turkmenistan for 2026», «On virtual assets», «On scientific intellectual property» (new edition) as well as ratification of the international agreements concluded between Turkmenistan and neighbouring countries, the Protocol on amendments to the Convention, which our state has joined earlier. At the same time, bills of amendments and additions to operating legal acts will be considered. Besides it, it is planned to discuss the draft of the Resolution of the Mejlis «On fulfilment of the state budget of Turkmenistan for 2024».Along with it, she informed on receiving credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Niger to Turkmenistan.With a view of highlighting the peaceful, humane internal and foreign policy of our fatherland realised under the leadership of the President of Turkmenistan, exchange of the best practices in the legislative and parliamentary activity, business trips of representatives of the Mejlis for participation in the Dialogue of women leaders of the countries of Central Asia, passing in Tashkent (Republic of Uzbekistan), 59th plenary session of the Interparliamentary Assembly of states-participants of CIS, which was held in Dushanbe (Republic of Tajikistan) and the regional forum of the United Nations, which took place in Bishkek (the Kirghiz Republic) were organised.Summing up the information, President Serdar Berdimuhamedov emphasised the importance of preparation of new bills aimed at improvement of well-being of the people.Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the draft of the road map for regulation of virtual assets and introduction of mining technologies in Turkmenistan for 2026-2030, developed on the instructions of the head of the state, and also according to the recommendation of Hero-Arkadag.As he informed, the given document provides formation of legal, technological and organizational basis for functioning of the market of digital assets on a reliable basis in our country. At the same time, concrete measures on their realisations, target dates of execution and responsible bodies are planned in it.In the road map, the areas connected with study of international experience in this area, development of corresponding bills, development of power and communication infrastructure, attraction of investments and implementation of pilot projects were also defined. Besides it, a special place is given to issues of maintenance of cybersecurity, increase of energy efficiency and preparation of profile qualified specialists.In this connection, for consideration of the head of the state, the draft of the road map and the proposal on creation of the special State commission were submitted.Having heard the report, President Serdar Berdimuhamedov pointed out that in our country a purposeful activity is carried out to develop digital economy and apply widely innovative technologies. Having approved the presented proposal on introduction of digital technologies in economy, the head of the state instructed the Deputy Chairman of the Cabinet to carry out corresponding work.Deputy Chairman of the Cabinet B.Amanov reported on modernisation of pipeline systems conducted by "Türkmengaz" State Concern.As he informed, at the enterprises of the Concern, necessary work is carried out in the given area. Thus, a special significance is given to the strengthening of the material and technical basis of capacities. Successful fulfilment of the planned goals will promote the further increase of reliability of deliveries of natural gas to internal consumers and foreign markets.In the given context, the Deputy Chairman of the Cabinet submitted for consideration of the head of the state a relevant proposal.Having heard the report, President Serdar Berdimuhamedov underlined that uninterrupted maintenance of internal consumers of the country with natural gas and its reliable deliveries to foreign markets acts among the major tasks. Having approved the proposal on modernisation of pipeline systems by "Türkmengaz" State Concern, the head of Turkmenistan instructed the Deputy Chairman of the Cabinet to carry out appropriate work.Further, Deputy Chairman of the Cabinet T.Atahallyev reported on the activity of agricultural sector and seasonal agricultural campaigns conducted in velayats.As he reported, at present, in the fields sown with winter wheat, due activities, in particular, vegetative watering, top dressing by mineral fertilizers are carried out according to agro-technical standards.Along with it, the gathering of cotton to the last box proceeds. In Lebap velayat, rice-harvesting activities are at the final stage and in Mary velayat, corresponding work is carried out to collect sugar beet.With a view of improvement of water supply of agricultural fields and ameliorative condition of the land of regions and rational use of water resources, water collection in water basins as well as cleaning of irrigation and drainage canals are carried out.At the same time, he informed that in the country, the autumn tree planting of saplings is carried out and it is aimed at maintenance of preservation of the environment, ecological well-being, and successful realisation of the National forest program and transformation of our fatherland into a blossoming garden. During the season, proper care is ensured for shady, deciduous and fruit-trees and accomplishment of the created wood zones.Summing up the report, President Serdar Berdimuhamedov noted the importance of further complex development of agricultural branch and strengthening of its material and technical basis, due care of winter wheat fields according to agro-technical standards. The head of the state also instructed the Deputy Chairman of the Cabinet to carry out necessary work for cotton harvesting.Deputy Chairman of the Cabinet B.Annamammedov reported on adopted measures to increase in capacities of the enterprises of "Türkmenhimiýa" State Concern.As he reported, with a view of increase of efficiency of these works, the material and technical basis of the factory for manufacture of gasoline from natural gas in Akhal is strengthened. A great significance is given to development of partnership with advanced world companies that ensures more reliable functioning of industrial systems of the factory.In this connection, the Deputy Chairman of the Cabinet submitted for consideration of the head of the state a corresponding proposal.Summing up the report, President Serdar Berdimuhamedov underlined that it is necessary to continue work to bring the enterprises of "Türkmenhimiýa" State Concern up to designed capacities. Having approved the proposal prepared with a view of effective involvement of the factory for manufacture of gasoline from natural gas in Akhal, the head of the state instructed the Deputy Chairman of the Cabinet to take appropriate measures.Further, Deputy Chairman of the Cabinet N.Atagulyev reported on the work carried out to strengthen the material and technical basis of the national textile complex.As he informed, within on-going activities, cooperation with foreign companies for maintenance of uninterrupted functioning and involvement of full capacity of manufacturing enterprises of the Ministry of Textile Industry is increased.In that connection, the Deputy Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.Having heard the report, President Serdar Berdimuhamedov underlined that manufacture of local textile branch is consistently modernised, at the enterprises high quality, non-polluting production is produced. Having approved the proposal connected with strengthening the material and technical basis of the enterprises of the given sector, the head of the state instructed the Deputy Chairman of the Cabinet to carry out corresponding work.Deputy Chairwoman of the Cabinet B.Seyidova reported on the activity carried out to restore, conserve and protect historical and cultural monuments.As she informed, according to the «Government program for 2022-2028 on careful preservation of objects of national historical and cultural heritage, their protection and study, attraction of tourists», during spring and autumn seasons of the current year at historical and cultural monuments, scientific researches and restoration actions were successfully conducted.In particular, corresponding works were executed at the monument of Paryzdepe, which is located in Gokdepe etrap, in the mausoleum of Mane Baba, medieval Juma-mosque in the fortress of Ancient Abiverd, Juma-mosques of medieval site of ancient settlement of Dehistan, at the monument of "Caravanserai" located in the territory of Dashoguz velayat, in the fortress of Ancient Amul, in the caravanserai of Dayahatyn located along the branch of Amul-Khorezm of the Great Silk road, in the caravanserai of Akjagala in Mary velayat.With a view of acquaintance of international scientific community with the materials collected during scientific researches, the third release of the specialised international scientific collection «Traces of centuries» was prepared for print.At the same time, preparation for transfer of the finds revealed during archaeological scientific researches at historical and cultural monuments of the country, to the State museum of the State Culture Centre and museum of history and local lore of the city of Arkadag goes on.Having heard the report, President Serdar Berdimuhamedov marked that as one of the important goals wide study, protection and popularisation of the rich cultural heritage of the people acts. Having approved the proposal to send the youth for study in leading educational institutions of the People’s Republic of China and Hungary in the 2026-2027 educational year, the head of the state instructed the Deputy Chairwoman of the Cabinet to carry out corresponding work.Further, the floor was given to Deputy Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on preparation for the state visit of the President of Turkmenistan planned for November 24-25 to the Republic of Kazakhstan.One of the priority vectors of the foreign policy strategy of our fatherland is consecutive development of traditional friendly dialogue and mutually beneficial cooperation with countries-neighbours. In that regard, he noted that diplomatic relations between Turkmenistan and the Republic of Kazakhstan were established in October 1992. Showing positive dynamics, the fruitful interstate partnership covers a wide spectrum of areas. The solid contract-legal basis of cooperation fixed by 180 bilateral documents was established.A key role in strengthening and development of the Turkmen-Kazakhstan relations is attached to mutual visits and the summits of regular character. Turkmenistan and the Republic of Kazakhstan effectively co-operate within the authoritative international organisations, first of all, the United Nations, supporting constructive initiatives of each other.Trade and economic cooperation develops actively, volumes of mutual goods turnover increase. In that connection, the head of the state instructed the Deputy Chairman of the Cabinet, Minister of Foreign Affairs to properly prepare for the forthcoming state visit to the Republic of Kazakhstan.Deputy Chairman of the Cabinet M.Chakyev reported on the work conducted to develop and perfect logistic possibilities of the sphere of civil aircraft.As he informed, within the activity carried out to strengthen positions of our country in the system of international air cargo transportation, to increase of transit-logistic potential, the open end joint-stock company «Airlines of Türkmenistan" received the status of an active member of the International Air Cargo Association (TIACA) and the corresponding certificate.In this connection, the Deputy Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.Having heard the report, President Serdar Berdimuhamedov noted that our country attaches a huge significance to development and further perfection of logistic potential of the sphere of civil aircraft. In this area, a fruitful work aimed at promotion of international interaction is carried out. Having approved the proposal on establishment of cooperation with foreign airlines, the head of the state gave the Deputy Chairman of the Cabinet corresponding instructions.At the meeting, a number of others important issues of state life, at which corresponding decisions were made, were also considered.Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.

Уже очевидно, что эта роль будет только возрастать, учитывая тенденции смещения экономической и инвес­тиционной активности в сторону Восточной и Южной Азии, Ближнего и Среднего Востока.Нашим странам предстоит существенно активизировать транспортную составляющую сотрудничества. Для этого, полагаем, следует приступить к действенному и предметному участию в создании комбинированных коридоров по линиям Восток–Запад и Север–Юг.Уверен, что сложение потенциалов в создании современной, разветвлённой, эффективной и устойчивой транспортно-­логистической инфраструктуры – это достойная цель, отвечающая стратегическим интересам наших государств.Туркменистан также готов к обсуждению дальнейших предметных шагов по укреплению энергетического парт­нёрства. Речь идёт не только о трубопроводных проектах.Сегодня мы говорим о важности наращивания электроэнергетического сегмента, создании в нашем регионе и по его периметру мощной сети производства, поставок и потребления электроэнергии. Тем самым будет создана надёжная материальная база для устойчивости всей системы электроснабжения, обеспечения гарантий от влияния возможных негативных внешних факторов.В ряду актуальных задач видим создание производственных кооперационных цепочек в промышленности и агропромышленном комплексе, более активное участие деловых кругов в создании совместных предприятий различного профиля на территориях наших стран, расширение приграничной и региональной торговли.Рассчитываем на дальнейшее укрепление взаимодействия по вопросам водных ресурсов в регионе на основе равноправия, уважения интересов друг друга, взаимопонимания и солидарности.В целом выступаем за наращивание совместных усилий по экологической проблематике в регионе, в первую очередь в таких чувствительных темах, как спасение Арала и опустынивание. Приветствуем присутствие в экологической повестке в Центральной Азии учреждений ООН, создание здесь её специализированных офисов. Efforts are being made to ensure the uninterrupted operation of heating systems in social and cultural buildings and residential houses.It was also informed on the progress of construction of social, cultural, and industrial facilities scheduled for commissioning this year.After hearing the report, President Serdar Berdimuhamedov noted that careful and responsible management of the land as a national treasure enables a bountiful harvest of agricultural crops, and in this regard, he instructed the hyakim to ensure strict adherence to agricultural requirements during seasonal agricultural campaigns.Then, the hyakim of Balkan velayat, H. Озеленительная кампания является одним из важнейших общенациональных мероприятий, символизирующих приверженность страны принципам экологического благополучия.Всенародная акция по посадке деревьев – это не только экологическое, но и значимое социально-культурное событие, способствующее укреплению сплочённости в обществе. Это результат успешной реализации программных преобразований по развитию столицы, проводимой под руководством Президента Сердара Бердымухамедова.Как и во всех регионах Отчизны, в предгорьях Ашхабада расширяются границы лесных массивов, в том числе зон, высаженных можжевельником. Присуждение городу Ашхабад Международного сертификата за вклад в инициативу Европейской экономической комиссии Организации Объединённых Наций «Деревья в городах» посредством озеленительных акций является достижением страны в развитии экологической дипломатии и подтверждением того, что усилия нашего народа по охране природы получают высокую оценку.Перспективной площадкой для пилотирования инноваций не только в экономике и социальной сфере, но и в области охраны окружающей среды можно назвать новый город Аркадаг. Как известно, инициатором этого мегапроекта является Национальный Лидер туркменского народа, Председатель Халк Маслахаты Гурбангулы Бердымухамедов, а его реализация продолжается усилиями Президента Сердара Бердымухамедова. «Умный» город, не имеющий аналогов в ­регионе, располагает всеми современными возможностями для комфортной жизни и труда, а самое главное – полностью отвечает экологическим стандартам и гармонично вписывается в окружающую среду.Посадка тенистых деревьев вокруг городов и других населённых пунктов обеспечивает чистоту окружающей среды и предотвращает загрязнение воздуха. В условиях пустыни подобные насаждения надёжно защищают населённые места от ветра и пыли. Следует также отметить важную роль густых зелёных насаждений в уменьшении воздействия селевых потоков и в целом в создании благоприятного микроклимата.Национальная лесная программа Туркменистана является основным документом, определяющим государственную политику в области лесного хозяйства, охраны окружающей среды и адаптации к изменению климата. Программа нацелена на устойчивое управление лесами, их сохранение и повышение экологического и экономического потенциала. В её рамках реализуются меры по сохранению естественных лесов и созданию искусственных лесных зон, повышению устойчивости экосистем и лесов к изменению климата. Программа также предусматривает ряд других конкретных мероприятий, учитывающих почвенно-климатические условия и особенности природных экосистем различных регионов страны.Национальная лесная программа тесно связана с целями Национальной стратегии Туркменистана по изменению климата и направлена на комплексное решение экологических проблем.Международное взаимодействие является важной составляющей осуществления данной программы. Наше государство плодотворно взаимодействует с такими структурными подразделениями Организации Объединённых Наций, как Сельскохозяйственная и продовольственная организация (ФАО) – по вопросам устойчивого лесопользования, ­ПРООН – по вопросам повышения устойчивости экосистем и Программой по окружающей среде (ЮНЕП) – по вопросам охраны природы и сохранения биоразнообразия.В целом международное сотрудничество направлено на проведение совместных научных исследований, создание региональных научно-практических центров, а также внедрение новых методов в системы лесоустройства и лесовосстановления.Добросовестный труд участников нынешней озеленительной акции –яркий символ сплочённости нашего народа, его неизменной верности благородным делам, свидетельство того, что многовековые традиции предков успешно реализуются в современную эпоху. Сегодня наряду с массовой посадкой саженцев деревьев была проведена работа по уходу за ранее созданными лесными зонами. Всё это имеет большое значение в поддержании чистоты и облагораживании парков, для роста деревьев.По завершении озеленительной кампании Президент Сердар Бердымухамедов тепло попрощался с участниками мероприятия и отбыл с места события.В ходе всенародной озеленительной акции по всей стране было высажено 449 тысяч 464 саженца деревьев. Также наряду с уборкой, благоустройством парков и лесных зон был осуществлён уход в общей сложности за 1 миллионом 997 тысячами 775 деревьями.Таким образом, нынешняя массовая церемония посадки деревьев стала яркой демонстрацией достойного вклада нашей страны в общемировые усилия по обеспечению экологического благополучия, защите окружающей среды и достижению Целей устойчивого развития в эру Возрождения новой эпохи могущественного государства.

Today, President Serdar Berdimuhamedov departed for a working visit to the United States of America to participate in the «Central Asia + USA» Summit.The head of state was seen off by officials at the International airport of the capital.In this new historical epoch, Turkmenistan, under the leadership of President Serdar Berdimuhamedov, is consistently implementing a foreign policy strategy based on the principles of positive neutrality, peacefulness, and constructive cooperation, which continues the creative initiatives of the National Leader of the Turkmen People, Chairman of the Halk Maslahaty, Hero Arkadag. Clear evidence of this is participation of the head of state  in the «Central Asia + USA» Summit at the invitation of President of the United States of America Donald Trump.Turkmenistan and the USA have enjoyed a long-standing, friendly dialogue built on the principles of mutual respect and equality. Since the establishment of diplomatic relations in 1992, cooperation between the two countries has steadily expanded, covering a wide range of areas, from political and economic to humanitarian cooperation.Interstate political dialogue is regular and has demonstrated positive momentum. Annual bilateral political consultations serve as an effective platform for discussing priority issues of the Turkmen-American partnership and strengthening it. Highly appreciating neutral status  of Turkmenistan, recognised three times by the UN, the United States of America views it as a key factor in stability in the Central Asian region and a tool for preventive diplomacy.Interstate relations are complemented by multilateral cooperation within the «Central Asia + USA» format. Within working groups of this format on economics, energy, and environmental protection, the parties are jointly developing new approaches to expanding regional partnerships and addressing common challenges.Trade and economic cooperation occupy a special place on the cooperation agenda. The significant role of the «Turkmenistan–USA» business council, which has served as an effective mechanism for establishing bilateral contacts between business communities since 2008, is noteworthy.In recent years, cooperation in the humanitarian field has also intensified, confirming commitment of both countries to expanding cultural and educational exchanges. В результате регулярно расширяется ассортимент, увеличиваются объёмы производимой высококачественной продукции.Завтра в ходе Международной выставки и конференции «Развитие строительной, промышленной, химической и энергетической отраслей Туркменистана», которые пройдут в Национальной туристической зоне «Аваза», будут широко представлены достижения и успехи страны в этой сфере.Дорогие люди!Уважаемые гости!Новый комплекс по производству карбамида, фундамент которого сегодня закладывается в этрапе Туркменбаши Балканского велаята, является одним из крупных инвес­тиционных проектов.В настоящее время в стране действуют заводы «Tejenkar­bamid», «Marykarbamid» и «Garabogaz­karbamid». Новый комплекс также будет соответствовать международным экологическим стандартам. Строительство современного комплекса осуществит консорциум компаний «Mitsubishi Corporation» (Япония) и «Gap Inşaat» (Турция).При производстве нового комплекса будут использованы передовые технологии ведущих компаний Европы и Азии. Здесь будут ежесуточно производить 2000 тонн аммиака, а в год 660 000 тонн, который будет использоваться в качестве сырья при производстве карбамида. В целом завод будет производить 3500 тонн в сутки, а в год 1 миллион 155 тысяч тонн карбамидных удобрений. Производимые на этом современном предприятии удобрения также будут экспортироваться в зарубежные страны.На новом предприятии будет создано более тысячи новых рабочих мест. Большинство специалистов, которые будут здесь работать, прошли подготовку в зарубежных высших учебных заведениях. Здесь для них будут созданы все необходимые условия.В целом строительство современного комплекса по производству карбамида внесёт весомый вклад в дальнейшее развитие химической промышленности нашей страны. Это придаст мощный импульс стремительному развитию экономики Туркменистана.Динамичный рост экономики открывает широкие возможности для дальнейшего улучшения социально-бытовых условий населения страны, обеспечения мирной, благополучной и счастливой жизни нашего народа.Дорогие люди!Наши мудрые предки считали строительство дорог и мостов благородным делом и превратили его в благородный принцип.Сегодня эта благородная работа достойно продолжается в дорожно-транспортной инфраструктуре Туркменистана, являющегося сердцем Великого Шёлкового пути. Об этом наглядно свидетельствует регулярное строительство новых дорог и мостов в нашей стране.Вот и сегодня мы вводим в эксплуа­тацию современный автомобильный мост через залив Гарабогаз кёл. Этот проект был реализован туркменскими строителями совместно с обществом с ограниченной ответственностью «Альтком». Общая протяжённость моста, построенного на автодороге Туркменбаши–Гарабогаз–граница Казахстана, составляет 354 метра, а ширина 21 метр.Мы также сегодня заложим фундамент автодороги Туркменбаши–Гарабогаз–граница Казахстана. На этой современной дороге общей протяжённостью 207 километров будут созданы все необходимые условия для пассажиров и водителей.Данная дорожно-транспортная инфраструктура станет важной частью международных транспортных маршрутов. Новый мост и автомагистраль значительно увеличат объёмы грузооборота, транспортных и пассажирских перевозок между западным и северным регионами страны, а также соседними странами. Также будет способствовать увеличению грузооборота через Международный морской порт Туркменбаши.Дорогие люди!Сегодня в Эсенгулыйском этрапе Балканского велаята состоится торжественная сдача в эксплуатацию водоочистного сооружения мощностью 20 тысяч кубометров в сутки. Данное сооружение по очистке морской воды оснащено современным оборудованием европейских стран.Одним словом, успешно проводится комплексная работа по социально-экономическому развитию Балканского велаята. Здесь последовательно строятся и вводятся в эксплуатацию мощные промышленные предприятия, объекты и здания социально-культурного назначения.В настоящее время в этрапе Турк­менбаши Балканского велаята высокими темпами ведётся строительство электростанции комбинированного цикла. В посёлке Гувлымаяк Балканского велаята ведётся строительство комплекса объектов социально-культурного назначения.Строительство в Кизыларватском этрапе Балканского велаята современного посёлка, современной многофункцио­нальной солнечно-ветровой электростанции находится на завершающей стадии. Оно способно производить 20 тысяч кубометров чистой питьевой воды из морской воды в течение суток.Далее церемония продолжилась открытием автомобильного моста через залив Гарабогаз кёл по цифровой системе. Житель Балканского велаята, Почётный старейшина Туркменистана А.Бегджанов, выступая по цифровой системе, отметил, что благородные традиции наших предков, такие как прокладка дорог и строительство мостов, процветают благодаря инициативам Героя-Аркадага и усилиям Президента Туркменистана. На специально подготовленной на мосту площадке состоялись выступления мастеров искусств.Затем был продемонстрирован видеофильм об особенностях моста.Общая протяжённость моста, построенного в соответствии с Постановлением Президента Туркменистана от 16 июня 2022 года «О строи­тельстве автомобильного моста через залив Гарабогаз кёл», расположенного на автомобильной дороге Турк­менбаши–Гарабогаз–граница Казахстана, составляет 354 метра. Его ширина с двумя пролётами и двумя полосами движения 21 метр, а общая длина подъездных путей к нему равна 2000 метрам.Построенный в рамках модернизации внутренней дорожно-транспортной системы страны современный мост соединяет города Туркменбаши и Гарабогаз с братским государством Казахстан, прокладывая международные транспортные коридоры. Кроме того, эта автомобильная трасса является частью надёжной автомобильно-­дорожной системы Центральной Азии, связывающей Иран, Туркменистан и Казахстан.Автомобильный мост призван способствовать расширению торговли и товарооборота, транспортных и пассажирских перевозок между западным и северным регионами страны, а также соседними государствами. Он экономически эффективен для перевозчиков из России, Казахстана, Туркменистана, Ирана и Индии, позволяя добраться до стран Северной и Западной Европы морским, железнодорожным и автомобильным транспортом.Кроме того, это создаст дополнительные возможности для местного бизнеса по ведению трансграничной торговли с соседними странами. В целях расширения коммерческих возможностей и повышения значимости безопасности дорожного движения на определённых участках трассы будут обу­строены полосы придорожного обслуживания.Далее торжества продолжились церемонией закладки фундамента строительства комплекса по производству карбамида. Слово для выступления было предоставлено председателю Совета управляющих группы компаний «Çalik Holding» Ахмету Чалыку.Как отмечалось, благодаря великим начинаниям Национального Лидера туркменского народа Героя-Аркадага и дальновидной государственной политике, реализуемой под руководством Президента Сердара Бердымухамедова, Туркменистан достиг больших высот и уверенно движется вперёд. Он поздравил всех с 30-летием постоянного нейтралитета Туркменистана и выразил наилучшие пожелания Президенту Сердару Бердымухамедову и всему народу страны.После выступлений состоялась демонстрация видеофильма о новом комплексе мощностью 1 миллион 155 тысяч тонн карбамида в год, который будет построен в этрапе Туркменбаши Балканского велаята.В настоящее время активное внедрение передовых технологий и инновационных разработок способствует успешной реализации масштабных программ, иниции­рованных Президентом Туркменистана, в том числе Программы «Возрождение новой эпохи могущественного государства: Нацио­нальная программа социально-экономического развития Туркменистана в 2022–2052 годах». Строительство комплекса по производству карбамида было поручено турецкой компании «Gap Inşaat Yatirim ve Diş Ticaret A.Ş.» и японской компании «Mitsubishi Heavy Industries, Ltd.».Технологию производства аммиака осуществит датская компания «Topsoe», синтеза карбамида – итальянская компания «Saipem», производства карбамида – немецкая компания «Thyssenkrupp», а технологию утилизации CO2 в производстве – японская компания «Mitsubishi Heavy Industries, Ltd.».Стратегия развития химической промышленности Туркменистана нацелена на максимальное использование местных ресурсов, расширение и развитие экспортного потенциала отрасли. Особое внимание уделяется увеличению производства минеральных удобрений.Будут приняты конкретные меры по выводу продукции, производимой на комплексе, на мировой рынок. В частности, планируется отремонтировать порт Киянлы для транспортировки готовой продукции нового комплекса по экспортным маршрутам, продлить существующую железную дорогу до нового комплекса и соединить его с железнодорожной сетью Туркменистана. Эти работы будут способствовать увеличению объёмов экспорта промышленной продукции.Далее Президент страны оставил памятную запись по случаю церемонии закладки комплекса по производству карбамида.Затем были продемонстрированы видеоролики об участке Туркменбаши–Гарабогаз автодороги Туркменбаши–Гарабогаз–граница Казахстана.Эта современная магистраль будет состоять из четырёх полос движения. Ширина дорожного полотна составит 27,5 метра, ширина проезжей части – 7,5 метра с каждой стороны, ширина полосы движения – 3,75 метра. Для обеспечения безопасности полосы движения будут разделены между собой специальным бетонным ограждением, по обеим сторонам дороги будут установлены барьеры. Эта современная автомобильная дорога общей протяжённостью 207 километров от города Туркменбаши продолжится до автомобильного моста через залив Гарабогаз, далее до кольцевой развязки в районе завода «Garabogazkarbamid» и выйдет к Государственной границе с Казахстаном.Качество дорожного покрытия будет обеспечено благодаря современным технологиям и состоять из нескольких слоёв. Поверх выровненного и уплотнённого грунтового слоя будут уложены: геотекстиль, крупнозернистая гравийно-песчаная смесь толщиной 30 см, мелкозернистая гравийно-песчаная смесь толщиной 20 см, ячеистый крупнозернистый горячий асфальтобетон толщиной 8 см, плотный крупнозернистый горячий асфальтобетон толщиной 7 см и в качестве завершающего слоя плотный мелкозернистый горячий асфальтобетон толщиной 5 см с последующей трамбовкой.Вдоль этой современной магистрали, которая будет обслуживать 580 автомобилей в час и 14 000 автомобилей в сутки, запланировано строительство 8 автобусных остановок, а также парковок, заправочных станций и объектов социального назначения. Today, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held a regular meeting of the State security council, where the results of the work of the military and law enforcement agencies of the country for the first ten months of this year were reviewed.    The first speaker was secretary of the State security council and minister of defence B. Gundogdyyev, who reported on the measures implemented during the specified period to implement the Armed Forces development Program, strengthen defence capability of the country, and create opportunities for productive work and proper living conditions for the defenders of the Fatherland. The report also covered the training of career officers, the latest conscription, and the status of military personnel being discharged from the reserves.    After hearing the report, President Serdar Berdimuhamedov noted the importance of modernising material and technical base of the National Army and improving the service and social conditions of military personnel, instructing that work in this area continue.    General prosecutor B. Muhamedov reported on the results of activities for the first ten months of 2025, including the practical steps taken to ensure proper oversight of the implementation of regulatory legal acts, as well as the widespread use of digital system capabilities and the improvement of employee qualifications.    After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country ordered that work be carried out properly to ensure compliance with legislation and protect the interests of society and the state.    Minister of internal affairs M. Hydyrov, who then spoke, reported on the results of the activities of the structures under his control for January-October of this year, including measures taken to implement the MIA development Program, maintain public order in the country, prevent road accidents, and improve the activities of the fire safety Service.    After hearing the report, President Serdar Berdimuhamedov emphasised the need for continued work to ensure peaceful and stable life for the people, particularly in crime prevention, fire safety, and traffic compliance. The minister was given relevant instructions in this regard.    Supreme court Chairman B. Hojamgulyyev reported on the results of the activities of Supreme Court  for the first ten months of 2025, on the measures taken to organise legal proceedings in accordance with the requirements of the time, on the fulfilment of the instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of the country related to the active use of the digital system, and on strengthening the department's human resources potential.    After hearing the report, the head of Turkmenistan emphasised the importance of further improving the judicial system and continuing efforts to enhance the professionalism of judges, addressing the head of the Supreme court with relevant instructions.    Minister of national security N. Atagarayev reported on the practical steps taken during the period under review to protect sovereignty of the state and fulfil the tasks defined in the development Program of the department.    Summarising the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan instructed that work be continued to ensure reliable protection interests of the country and improve the activities of national security agencies.    Next, the head of the State border service, Y. Nuryyev, reported on the work accomplished since the beginning of the year and the measures being implemented to protect the sacred borders of the Fatherland. He also reported on the progress of modernising border outposts, including the opening of modern complexes and the strengthening material and technical resources of the agency through the introduction of advanced technologies.    After hearing the report, President Serdar Berdimuhamedov emphasised that state border of the Turkmenistan is a border of friendship and good-neighbourliness. In this context, he emphasised the need to continue working to ensure reliable protection borders of the country and improve the social and living conditions of military personnel, and issued corresponding instructions.    Then minister of adalat M. Taganov reported on the activities carried out during the specified period, specifically on the preparation of proposals to bring legislation into line with the realities of the times, events organised to improve legal literacy of citizens, and the provision of adequate legal services to the public. A report was also presented on measures taken to enhance the professionalism of staff by studying best practices in the field of jurisprudence.    Summarising the report, the head of Turkmenistan noted the importance of improving the national legislative framework in line with international standards, legal support in our country, and the development of regulatory legal acts, addressing a number of specific instructions to the minister of adalat.    Then, chairman of the State customs service M. Hudaygulyyev reported on the measures implemented during the period under review to modernise the work of his subordinate structure, strengthen its material and technical resources, and actively utilise the digital system and the latest technologies. He also reported on the implementation of instructions of the Supreme Commander-in-Chief to train professional personnel.The Chairman of the State migration service, A. Sazakov, reported on the performance of his subordinate agencies for January–October of this year, as well as on the practical steps taken to modernise material and technical resources of the agency and the successful implementation of the development Program of the agency. He also reported on ongoing events to enhance the skills of employees through the study of best practices in the field of migration.After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted the importance of monitoring the proper observance of migration legislation, addressing a number of specific instructions to the head of the Service.Summing up the meeting, President Serdar Berdimuhamedov noted that, in accordance with the provisions Military doctrine of Turkmenistan, which is strictly defensive in nature, measures are being implemented to ensure a high level of military security and the integrity of our independent, permanently neutral Fatherland. At the same time, considerable attention is being paid to strengthening defence of the country capability and improving the social and living conditions of the defenders of the Fatherland and their families, the Supreme Commander-in-Chief of the Armed Forces said, emphasising that work in this area will continue.At the meeting of the State security council, a number of other important issues were considered, on which appropriate decisions were made.At the conclusion of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov, wished the participants good health and great success in their responsible service in the name of a peaceful and happy life for the people.
