An important requirement is also the implementation within the established time frame of the activities envisaged by the Program for the Development of Prosecutor’s Office Bodies for 2022-2028 and the corresponding Plan, the head of Turkmenistan emphasized, addressing specific assignments to the head of the Prosecutor General’s Office.The Minister of Internal Affairs M. Hydyrov, who spoke next, reported on the results of the work done in 2024 to maintain public order in the country, combat crime and suppress violations of the law. Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers and its agenda included a number of issues of state life.Chairwoman of the Mejlis D.Gulmanova who informed on the activity carried out to further improve the national legislative basis, was the first take the floor.In particular, she informed on development of bills connected with formation of legal basis of adopted state programs for social and economic development of our fatherland, protection of freedom and legal interests of citizens, enhancement of law and order in the country and further improvement of living conditions of people according to requirements of the time.With a view of fulfilment of the goals put by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag at the meeting of the Organizing state committee for holding events on the occasion of announcement of the year 2025 by the General Assembly of the United Nations as the “International Year of Peace and Trust” and the 30th anniversary of neutrality of Turkmenistan  set up by the Decree of the President of Turkmenistan, deputies of the Mejlis together with representatives of political parties, large public associations, mass-media will organize actions for explanation of historical and political significance of this year and its emblem, glorious anniversary of permanent neutrality as well as modernization of legal and regulatory frameworks of the country.Summing up the information, head of the state Serdar Berdimuhamedov noted importance of development of new bills, which meet the requirements of the time. Having signed the document on capital reconstruction of the cableway located in the capital, the President of Turkmenistan sent it online to the Deputy-Chairman of the Cabinet and gave him corresponding instructions.Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the exhibitions of production of Afghanistan and business forum in Ashgabat. As he reported, in the given action planned for February 23-27 of the current year, companies-commodity producers and businessmen of the neighbouring country, which show interest in cooperation with Turkmenistan are expected to participate. On the margins of the exhibition and business forum, it is expected to discuss issues of development of mutually beneficial partnership as well as possibility of export of local production to Afghanistan.In this regard, for consideration of the head of the state, the relevant proposal was submitted. Summing up the report, President Serdar Berdimuhamedov underlined that organization of the exhibition of production of Afghanistan and business forum in our country will become an important step in further expansion of Turkmen-Afghani interaction. Besides it, it was underlined that in 2024 visits of Vice-President of the European Commission Margaritis Schinas, Vice President of the European Bank for Reconstruction and Development (EBRD) Mark Bowman and European Union Commissioner for International Cooperation Jutta Urpilainen to Ashgabat took place.In March 2024, the delegation of the Ministry of Foreign Affairs of our country visited Brussels to meet with high-ranking representatives of the European Union, and to sign the Protocol to the Partnership and Cooperation Agreement between Turkmenistan and the EU Protocol to the Partnership and Cooperation Agreement between EU and its member states and Turkmenistan.Along with it, Ashgabat and Brussels hold meetings of Inter-parliamentary dialogue and meeting of the Joint committee Turkmenistan-European Union regularly. The Human Rights Dialogue "Turkmenistan - European Union" also operates.Active interaction is carried out in the format «Central Asia-European Union», including contacts at various levels, organization of forums on priority issues of cooperation. At the next meeting of heads of foreign policy departments of the given format, that took place in Luxembourg in October 2023, the joint Road Map on deepening of inter-regional relations was adopted.In the given context, for consideration of the head of the state proposals on further development of political and economic interaction with the European Union, including those concerning organization of the next meeting of the Inter-Parliamentary Dialogue, 20th meeting of heads of foreign policy departments of  countries of Central Asia and EU in Ashgabat in 2025 and visit of the European Union Commissioner for International Cooperation to Turkmenistan were submitted. The proposal connected with the forthcoming summit with participation of heads of states of the Central Asia and Chairmen of the Council of Europe and the European Commission planned to be held in Samarkand in April of this year was sounded.As he marked, Turkmenistan attaches particular attention to the gender policy with a view of expansion of possibilities of women. In this regard, cooperation with foreign countries and international organizations is carried out. In this connection, it is proposed to organize the forum of women-leaders of Central Asia and the European Union in the first decade of April of the current year in Ashgabat.Together with EU, a number of projects and programs in various spheres at bilateral and regional levels are realized. In the given context, for consideration of the President of Turkmenistan data and proposals on promotion of partnership in such areas as education, preservation of the environment, ecology, development of circular economy and others were submitted. At the same time, presence of big prospects for cooperation in the scientific-educational sphere within the Programs of European Commission Horizon Europe and Marie Sklodowska-Curie Actions, as well as interactions with the European Research Council (ERC) was marked. In this connection, the Ministry of Education and Academy of Sciences of Turkmenistan are recommended to carry out corresponding work on wide use of these possibilities.Summing up the report, President Serdar Berdimuhamedov underlined that our independent state, steadily following the legal status of neutrality, actively co-operates with countries of the world and international organizations. On January 14, 2025, a meeting was held at the Ministry of Foreign Affairs of Turkmenistan between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Deputy Minister for Foreign Affairs and International Cooperation of Italy Edmondo Cirielli, who arrived in Ashgabat on a working visit.During the meeting, the diplomats noted the importance of bilateral political dialogue. Вместе с тем было заявлено, что рассмотрение целого комплекса вопросов, связанных с водой, должно опираться на следующие основополагающие нормы, а именно: на соблюдение международного права, учёт интересов государств региона и привлечение международных структур, прежде всего ООН.Их нарушение создаёт для стран региона угрозу и колоссальный экологический, социально-экономический и гуманитарный риск.Говоря о ситуации в Афганистане, Герой-Аркадаг отметил, что Туркменистан как нейтральное государство поддерживает усилия по достижению мира и гражданского согласия, восстановлению экономической инфраструктуры и разрешению социальных вопросов в этой стране.Как отмечалось, политика Туркменистана в этом деле продуманная, она коррелирует с действиями новых властей Афганистана и объективными реалиями. Диалог с Правительством соседней страны поддерживается с учётом позиций Организации Объединённых Наций и международно признанных действующих подходов. Вместе с тем с участием афганской стороны в нашей стране реализуются крупные экономические проекты.В их числе – прокладка газопровода Туркменистан–Афганистан–Пакистан–Индия, линии электропередачи по территории Афганистана в Пакистан, а также строительство железной дороги из Туркменистана по афганскому маршруту.Кроме того, Туркменистан в течение многих лет оказывает гуманитарную помощь населению Афганистана, за счёт собственных средств строит социальные объекты, сказал Герой-Аркадаг, отметив, что подобная поддержка, несомненно, будет оказана и впредь.Генеральный секретарь ООН подчеркнул важное значение предложений и инициатив, направленных на укрепление мира, устойчивого развития и благополучия в мире и в регионе, изложенных Героем-Аркадагом в ходе телефонного разговора, и поддержал их.Что касается региональной безопасности, то здесь надо учитывать, что Туркменистан также является прикаспийским государством, заявил Национальный Лидер туркменского народа.По этой причине нас волнует ситуация с безопасностью в Прикаспийском регионе.Герой-Аркадаг отметил, что в минувшем году наша страна выступила с инициативой проведения в Туркменистане Совещания министров иностранных дел прикаспийских государств. В этом плане, исходя из предложений туркменской стороны о предоставлении нейтральным государствам статуса приоритетных партнёров в миротворческих усилиях Организации Объединённых Наций, было заявлено о готовности к активному взаимодействию с соответствующими структурами ООН.Для этого можно рассмотреть возможность создания на территории Туркменистана двух центров миротворческой деятельности. Сегодня Президент Сердар Бердымухамедов провёл рабочее совещание с участием заместителя Председателя Кабинета Министров Т.Атахаллыева и хякимов велаятов, на котором рассмотрены положение дел в аграрном секторе и регионах страны, а также ход выполнения Национальной сельской программы.Первому слово было предоставлено хякиму Ахалского велаята С.Солтанмырадову, доложившему о темпах сезонных работ в сельском хозяйстве.Как сообщалось, исходя из поручений главы государства о поддержании продовольственного изобилия на внутреннем рынке, на засеянных пшеницей полях принимаются соответствующие меры.Кроме того, в рамках подготовки к посевной хлопчатника на отведённых площадях продолжаются вспашка, боронование и гребневание.Вместе с тем делается всё необходимое для снабжения производителей качественными семенами и обеспечения надлежащего эксплуатационного состояния технического арсенала в течение всего периода вегетации.В свете предстоящей весенней посадки картофеля, овощебахчевых культур заготавливается необходимый семенной материал, выполняется планировка земель.Руководитель администрации велаята доложил о мерах по поддержанию бесперебойного функционирования систем электро-, газо- и водоснабжения населения, а также отопления в социальных объектах. В частности, следует ответственно подойти к обустройству нового культурно-развлекательного центра города.Прежде всего важное место следует отводить национальным особенностям. Принципы национальной архитектуры должны сочетаться с передовой практикой, а также учитываться местные природные условия.Как отметил Герой-Аркадаг, туркменский народ в прош­лом накопил богатый опыт рацио­нального водопользования. Для орошения полей были выкопаны колодцы, вырыты скважины. Каждая капля воды была на вес золота. Усилиями Президента страны эти благородные принципы и сегодня успешно продолжаются. Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers to consider various issues of the life of the country.Chairwoman of the Mejlis D.Gulmanova, who informed on the work of the national parliament on further improvement of the legal and regulatory framework of our fatherland according to requirements of the time, first took the floor.At present, guided by the goals put by the head of the state, on the basis of provisions of the Constitution of Turkmenistan and generally recognized norms of international law, the parliament works upon drafts of the Civil Code of Turkmenistan in the new edition and the Law of Turkmenistan « On the Unified State Register of Voters».Besides it, with a view of legal regulation of the issues connected with protection of human and civil rights and freedoms, improvement of activity of judicial bodies, rules of administrative procedures, it is planned to make relevant amendments and additions to a number of codes and other legal acts in force.Having heard the information, President Serdar Berdimuhamedov underlined importance of continuation of development of the laws, which meet the requirements of the present time.Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the measures adopted to hold the statistical reporting according to the improved version of the system of national accounts.As he marked, the national statistical system is modernised according to requirements of the time and cooperation with international financial organisations in the given area is carried out.The Program of the President of Turkmenistan for the Socio-Economic Development of the Country for 2022–2028 envisages conducting the statistical reporting according to the improved version of the system of national accounts.Within transition to the updated version, new techniques connected with a number of state qualifiers, financial, bank and insurance activity, science and tourism as well as estimations of consumption of the basic means have been developed and introduced into practice.In the given context, relevant proposals were submitted for consideration of the head of the state.Having heard the report, President Serdar Berdimuhamedov noted importance of further improvement of national statistics and close cooperation with international financial organisations in the given sphere.Having approved the submitted proposals to maintain the statistical reporting on the basis of the improved version of the system of national accounts, the head of the state instructed the Deputy-Chairman of the Cabinet to continue work in the given area.Deputy-Chairman of the Cabinet B.Amanov reported on the state of affairs in the complex under his supervision.As he pointed out, they carry out reconstruction and construction of new projects used in oil production at oil wells of Türkmennebit State Concern. At the same time, sectoral institutions of the oil and gas complex take necessary measures to ensure an uninterrupted functioning of industrial projects and introduction of modern methods and technologies into practice widely.In this connection, relevant proposals were submitted for consideration of President Serdar Berdimuhamedov.Summing up the report, the head of the state underlined importance of increase in production volume of oil, improvement of infrastructure of the sector and introduction of high technologies into manufacture widely. Besides it, relevant measures are taken to prepare agricultural machinery for the forthcoming sowing campaign and high-quality cotton seeds for agriculturists.At the same time, velayats continue providing due care for wheat according to agro-technical standards.Within the ongoing agricultural activities, fields and seeds are prepared for the spring sowing of potato and vegetables.The Deputy-Chairman of the Cabinet also reported on measures adopted to improve water supply and ameliorative condition of agricultural fields of the country.Summing up the report, President Serdar Berdimuhamedov marked importance of further all-around development of the agrarian sector, improvement of its work and strengthening of its material and technical basis.Having underlined necessity of continuation of relevant agro-technical measures in cotton sown fields, repair of agricultural machinery and equipment within their preparation for the spring sowing, the head of the state instructed him to give particular attention to selection of seed material of the given crop as well as care of wheat and issues of improvement of water supply of agricultural fields and ameliorative condition of the cultivated areas in velayats and gave the Deputy-Chairman of the Cabinet concrete instructions.Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on the results of work carried out to prepare the plan of constructional projects to be commissioned into operation in the capital and velayats in the year 2025, the motto of which is «The International year of peace and trust».As he marked, thanks to great undertakings of Hero-Arkadag and the wise policy pursued by Arkadagly Hero Serdar, it has become one of the noble traditions to approve an annual list of buildings and facilities planned to be opened within the programs, aimed at further prosperity of the country and increase of standards of living of our people.Today, according to related documents of the President of Turkmenistan, adopted national and government programs, construction of large industrial and social projects proceeds.He reported that khyakimliks of velayats and Ashgabat city together with relevant ministries, sectoral departments and the Union of Industrialists and Entrepreneurs have prepared the list of large industrial and social projects planned to be commissioned into operation in 2025.These projects include new modern villages and settlements outlined in the «National Program of the President of Turkmenistan on reforming the living conditions of population of villages, towns, cities in etraps and etrap centres for the period up to 2028».Besides it, it is planned to open different large projects within implementation of the Program of the President of Turkmenistan for social and economic development of the country in 2022-2028 and constructed according to the adopted Resolutions in Ashgabat and velayats.In this connection, the relevant proposal was submitted for consideration of the head of the state.Having heard the report, President Serdar Berdimuhamedov pointed out that in the International year of peace and trust it is planned to put into operation a number of social and cultural projects in the country.In the given context, the President of Turkmenistan instructed the Deputy-Chairman of the cabinet to keep the course of construction and timely commissioning of projects and facilities planned to be opened this year under strict control.Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on measures adopted to modernize enterprises of national textile industry and to improve the system of their management.As he informed, at present they work on increase of efficiency of capacities of cotton spinning and spinning mills of the country.In this connection, the relevant proposal was submitted for consideration of the head of the state.Having heard the report, President Serdar Berdimuhamedov underlined that development of the national textile industry according to requirements of the time is an important task. A special significance is attached to international cooperation in this area. Measures on achievement of one of goals of SDGs - "Quality education" are also realised.The Deputy-Chairwoman of the Cabinet informed that the given Olympiad is planned to be held in April of the current year.Along with schoolchildren of Turkmenistan, the talented youth of comprehensive secondary schools of several foreign countries are also expected to participate in the intellectual competition.In this connection, the relevant proposal was submitted for consideration of the head of the state.Having heard the report, President Serdar Berdimuhamedov noted a special significance attached to reveal the talented youth by means of successfully reforms realized in the education system as well as to strengthen target international partnership.Having supported the proposal to hold the II International Mathematical Olympiad of schoolchildren in Ashgabat, the head of the state instructed the Deputy-Chairwoman of the Cabinet to provide due preparation for this important intellectual competition and to hold it at high level.Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the draft of the working plan of the Ministry of Foreign Affairs for 2025.As he marked, the document was prepared on the basis of the Concept of foreign policy of neutral Turkmenistan for 2022-2028, the instructions given by President Serdar Berdimuhamedov at the extended meeting of the Cabinet which took place on December 9, 2024 and the Decree of the head of the state signed «On establishment of the Organizational state committee for holding events at high level on the occasion of announcement of 2025 as «International year of peace and trust» and the 30th anniversary of neutrality of Turkmenistan» as well as the tasks designated at the first meeting of the Organizing committee, held on January 9 under the chairmanship of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag.The working plan includes 10 sections. In particular, in the section «Organizational issues» measures which will be realised by diplomatic service in the context of preparation for the 34th anniversary of independence and the 30th anniversary of neutrality of our fatherland, announcement of 2025 as «International year of peace and trust» by the General Assembly of the United Nations and fulfilment of documents adopted by the President of Turkmenistan.Preparation of priority positions and proposals of our country, which will be sounded on various international platforms, including at the forthcoming 80th session of the General Assembly of the United Nations Organization, are also provided. Along with it, steps on realisation of the resolutions adopted by GA of the United Nations at the initiative of Turkmenistan in 2024 were also planned.In the draft of the working plan, key lines of activity of diplomatic representatives and consular establishments of our country abroad were also reflected.In the section «Foreign policy cooperation of Turkmenistan» measures on consecutive promotion of partnership with states of Europe, Middle and Near East, Africa, Asian-Pacific region and America were stated. The organisation of bilateral visits, political consultations and meetings as well as other actions for various spheres of interaction in this connection was also provided.Besides it, the working plan includes such areas as partnership with international organisations, foreign policy news and digital diplomacy. In the section «International economic cooperation» measures for intensification of activity of the joint intergovernmental commissions as well as promotion of interaction with state structures of foreign countries, companies and banks, international economic and financial institutions with a view of increase of investment attraction of Turkmenistan and interest in its export possibilities were planned.The section «Legal issues» is devoted to development of bilateral and multilateral documents, envisaged to sign within international cooperation of our country. The working plan also includes chapters, concerning consular activity, use of information-communication technologies, legal and other corresponding issues.Having heard the report, President Serdar Berdimuhamedov noted that, firmly adhering to the legal status of neutrality, independent Turkmenistan, successfully realises the active foreign policy based on principles of peaceful disposition, good will and «open doors», equitable to interests of general well-being and it will henceforth follow this course.Having approved the working plan of the Ministry of Foreign Affairs for 2025, the head of the state instructed the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs to carry out corresponding work to that end.Director general of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the course of work carried out by its subordinate structures, in particular, the activity which is carried out by "Türkmenawtoulaglary" Agency to further strengthen the material and technical basis, to maintain a high level of the services rendered to passengers and improve quality and culture of intracity bus system.As he marked, on the occasion of the 30th anniversary of permanent neutrality of our fatherland this year it is planned to buy modernised intracity buses.In this regard, the draft of the relevant Resolution was submitted for consideration of the head of the state.Summing up the report, President Serdar Berdimuhamedov focused attention on importance of constant improvement of passenger transportation in the country and with a view of increase in volume and further improvement of quality of services passenger transportation signed the Resolution on purchase of modern buses, sent it online to the head of department, and gave him corresponding instructions.Addressing members of the Government, President Serdar Berdimuhamedov pointed out that at present, our fatherland experiences successful implementation of large-scale reforms for well-being of people.As he underlined, Arkadag city constructed at the initiative of National Leader of the Turkmen people Gurbanguly Berdimuhamedov displays the might of our sovereign state.
